Hi, i'm a Windows user and i don't know anything about Apple hardware.

The question is : what is the minimum Apple system (in terms of cost) to use Opus Modus?

Any Mac will do (second hand), will Mini Mac, Air, PowerBook etc...

You need at least macOS 10.9 to run Opusmodus.

Few users installed Opusmodus on Windows with the help of VM.

I have MacOS 10.13 and currently I can't install Opusmodus, is it possible to have an older version?

Opusmodus will not work on MacOS 10.13.
